The question attracted a record number of entries from several countries, but the panel was delighted to recommend Joshua Macabuag to receive the Award.

His paper highlights the crucial role played by structural engineers in both the pre and post disaster situation. He further states that structural engineers are well placed in the infrastructure supply chain, possessing key core technical and managerial skills to help mitigate and recover from disaster events. The paper also draws attention to the fact that solutions to disaster problems are much broader than the technical input but must have regard to planning, government policy, knowledge transfer etc.
