RE:Hong Kong Registered Engineer?
I think what they mean by that is to be a "Registered Structural Engineer" or "Registered Geotechnical Engineer", usually refered to as RSE or RGE. In Hong Kong, depending on the projects. The design will need to be submitted to the Building Department before you can start construction. In order to do that, you will need to submit your structural design via someone who is a RSE or RGE.
