The  deflection limit applies at any point on the barrier, i.e. it is not a limit solely at the 1.1m design level.

There is a BS EN which allows 30mm deflection on conventional handrail. Think it is BS EN 14122 Part 3. It all depends on what you class you screen as and what logic you want to follow.
