Introductory Remarks by the Author. Methods of road construction have been discussed so often, and it is so easy to get into controversy about rival materials, that I thought it would be much more useful to discuss what is in everybody’s mind at the moment-the new circular of the Ministry of Transport on the Lay-out of Roads.
