The Chairman: ' I suppose it is not unusual for engineers to test their designs and theories with models and in fact sometimes with full-scale specimens, but I imagine it is unique that full-scale structures of this kind can be tested through one of our Institution Joint Reports in this way, and we should be grateful to the two principal bodies concerned, BISRA and BRS, for these facilities. '
