THE CHAIRMAN commented that, if Mr. Moon's remarks were an introduction to a discussion, and if the discussion continued on a similar plane, it would be a very good one. He proposed a very hearty vote of thanks.to Mr. Moon, and it was carried with acclamation.

IT is nearly four years since the author first read in Manchester a paper entitled "Time and its effect in relation to Structures" (published Structural Engineer, June, 1939). The major portion of this period has been blighted by the war which has brought about both materially and physically more destruction than construction, more improvised experimentation than consideration and more structural improvisation than the correlated product of calculation. When the Secretary wrote to ask if I would open a discussion on “Technical advances in welding,” I rang him up quickly to say that I couldn’t do that because there were no technical advances in welding.
