Assessments are carried out by The Academy of Experts, ensuring that members on our register have parity with other professionals serving as qualified Expert Witnesses.

Demolition experience of pre-weakening elements and use of explosives both to demolish buildings and building damage arising from terrorist activities using explosives;

Provided expert opinion on construction related fatalaties involving Health and Safety alleged departures including partial premature collapse of building during demolition or construction;

Assisted the Police in emergency situations involving buildings struck by vehicles causing dangerous structures to exist adjacent to highways/other buildings and on murder cases;

provided Expert Reports on numberous basements that have failed and on the related tanking and drained cavity wall failures;

Numerous 'trips and slips' and other cases involving personal injuries including ladders, wheelchairs, floor finishes to buildings, potholes and other highway defects;

I have been involved with Structural Engineering for many years having become chartered in 1976. In 1982 I formed my own Practice in Bristol and the business is now an Employee Owned Organisation with a staffing level of 12. I have always had an interest in analysing defects in structures including but not limited to tree root problems, building subsidence and historic buildings.

I have acted as Expert Witness in a number of cases and have appeared in court, the latest of which being at the Royal Courts of Justice on a case involving tree root encroachment and foundation subsidence of a conservatory.

It is important to be able to focus as quickly as possible on the cause of any defects and this is where my experience comes into play. I usually carry out an initial inspection to form an opinion on likely/possible causes of any defects followed up where necessary by targeted invasive investigations and a study of available drawings and specifications, where they exist. I am familiar with the requirements of the Civil Procedure Rules and I am an Associate Member of the Academy of Experts.

Through employed work and my own business I have examined approximately 2000 buildings alleged to be suffering structural distress.

Through my career I have gained extensive experience in the design and construction of structures. I am conversant with current design standards and have ready access to historic and superseded design standards.

Prof. Henry Liu is a chartered civil and structural engineer with some 40 years of experience in Hong Kong, UK, Singapore, Africa and China with a wide facet in the construction industry.

He specializes in the management of infrastructure projects having worked on a number of mega projects in different parts of the world including the Channel Tunnel (UK) in the early nineties (£2 billion); Ting Kau Bridge (HK)in the mid-nineties (HK$1.7 billion); Lok Ma Chau railway(HK) in the early twenties (HK$5 billion) and the Singapore Downtown Line 3 in 2009 (Sg$2.0 billion).

As a dedicated and qualified professionals in many disciplines, Henry accepts nothing less than total and successful achievement of project objectives. Henry had held several senior positions with various organizations in his career path both as client, consultant and contractor.

He is currently the senior consultant to two organizations: one is a large local consultancy firm and the other is an international specialized contractor currently involved with the 3RS for the HK International Airport. In the world of Alternative Dispute Resolution(ADR), Henry has been involved with a number of Expert Witness cases. He is a member of the MCIArb as well as a practicing member of the Academy of Expert Witness (MAE) . He is also a member of the ADR Committee of the HKIE.

On a part time basis, he is an Adjunct Professor of the H.K. University involving with a MSc degree course on a taught subject entitled “Design & Buildability of infrastructures projects”.

Professor Don McQuillan is a Chartered Engineer specializing in Structural, Civil, Bridge & Marine Engineering. He is a Director of RPS Consulting Engineers and a RAEng Visiting Professor of Engineering Design at Queens University of Belfast.

He specialises in investigating and assessing defects and failures in buildings and other structures, arising from design and construction and extraneous sources such as subsidence, explosions, quarry blasting etc.

Accredited by The Academy of Experts, he has over 30 years’ experience acting as Expert Witness in civil cases. He has given evidence on numerous occasions including concurrent evidence (“hot-tubbing”).

In addition he has acted for the Health & Safety Executive Northern Ireland in criminal prosecution cases where serious injury or fatality resulted from design defects and/or construction activities. Has also acted for Defendants prosecuted by the Health & Safety Executive Northern Ireland.

Currently responsible in RPS for the delivery of Structural, Civil, Bridge and Marine Engineering services and for the in-house management of multi-disciplinary input to projects.

Doug Neville is a Chartered Civil and Structural Engineer with over 35 years of experience in multi-disciplinary engineering consultancy design throughout the UK, Europe, Africa, the Americas and Asia..

He has a comprehensive understanding of civil and structural engineering design and construction gained through experience in many industry sectors.

He qualified as a Chartered Engineer in 1981 and studied law at Masters level in 2012. Prior to joining HKA, Doug was a director of a global consulting engineering company where he was responsible for its multidisciplinary buildings business in Scotland. Doug is now a partner at HKA where he manages the Infrastructure expert team.

As a practicing expert witness in civil and structural engineering, which often involves the application of forensic engineering techniques and working closely with lawyers and QCs, Doug has given evidence under oath to many ICC Arbitral Tribunals, including concurrent evidence (hot tubbing), and in several adjudications.

Doug was formerly a member of the Institution of Civil Engineers (ICE) Structures Expert Panel and a member of the Editorial Board of the ICE’s Forensic Engineering Journal.

Dr Richards has developed his career so far over a 32-year period and has an excellent combination of practical project delivery and specialist expertise. Amongst his project delivery experience as a practicing Chartered Structural Engineer are prestigious examples such as; Heron Tower (now SalesForce Tower) in the city of London and Heathrow Terminal 5.

His specialist knowledge stems from his formal academic research into the vibration characteristics of building, to which the design of high-performance facilities such as the new buildings for the Institute for Compound Semiconductors, Cardiff University, has been applied.

Keith Roberts is a chartered civil and structural engineer who has specialised in the inspection and design of roofing systems in the UK and Ireland since 1991. Roof types have included built-up felt, single ply, asphalt, metal standing seam, composite panel, fibre cement sheet, tile and slate roofs.

His special interests are in wind induced roof failures, rainwater goods systems and roof reliability.

He has written more than 200 technical notes on roofing issues and leads training seminars within the roofing industry.

He has written and presented peer reviewed papers at conferences world-wide. This includes a paper at the Institution of Civil Engineers in London on ‘wind damage to lightweight roofs’, and a paper on ‘improving the reliability of roof constructions’ presented at the Roof Consultants Institute annual convention in California, USA.

Andrew Tee provides a specialist survey, investigation and consultancy service for building surveyor, property owner, property investor and lawyer clients. These services relate to due diligence, dilapidations assessment, asset management, defect analysis and expert witness activities associated with the structure and facades of existing and new buildings.

Andrew Tee is an engineer with 35 years’ experience in the design and construction but in particular the assessment and repair of building structures and facades. For the last 20 years most of his work has focused on the various type of building facades to include, for example, curtain walling, rainscreen and metal panel cladding, windows, glazing and those facades constructed from traditional concrete and masonry.

Andrew Tee has acted as expert advisor and expert witness on numerous occasions having prepared reports on matters relating to building defects and facades. He is familiar with Part 35 of the Civil Procedures Rules, attending Experts Meetings and has presented evidence both in mediation, tribunals and court with experience of being cross-examined.
