Mr. Andrews began by recalling that almost exactly ten years ago Mr. A. S. Spencer had read a paper before the Institution on the strength of beams, and had based the opinions expressed therein upon some of the results which he had found quoted in a well-known textbook, according to which the strength of steel beams under test was actually more than had been thought to be the case.
