The PRESIDENT (Major A.H.S. Waters), inviting Mr. Squire to present his paper, said he had not yet studied it with the care that he would give to it later, but as the result of his perusal of it he was quite sure that its presentation and discussion would be most fascinating. Mr. Squire could be assured that it would be accorded a most enthusiastic welcome throughout the membership of the Institution.
Many anomalies existed before 1939 in the State employment of professional men, and these have been aggravated by the number and diversity of war-time appointments. The Institution of Professional Civil Servants, a body representing about 30,000 professional, scientific, and technical employees of the State, comprising more than 500 grades, has drawn up its proposals for the Post-war reconstruction of the technical Civil Service, which, if accepted by the Government, would reduce the number of classes of such employees to three, with two grades in both the higher classes.
