1. This paper is devoted largely to two related lines of research and development affecting the safety and efficiency of modern structures. These lines of work had their origins in the First World War and arc even now only approaching a stage at which they can have much impact on structural design. It will be convenient in the first instance to discuss structural efficiency and structural safety separately, though, of course, our ideas and customs relating to both are very much interwoven.
