The PCC reports on two disciplinary cases as follows:

In accordance with Procedural Rule 8.3 (July 2024) the following summary of a decision of the Disciplinary Board is published without the member's name: 

A complaint was made to the Institution, subsequently adopted by the Institution, arising out of the appointment of the member to provide structural engineering services.  

Taking all matters into account the Disciplinary Board, on 18 December 2025, found that the member had failed to comply with Articles 1, 2 and 3 of the Code of Conduct in that: 

  • The member failed to provide a service for which he was fully paid, and that he maintained that a building application had been submitted when in fact it had not. 

  • The member had failed to comply with the procedural rules of the PCC properly or at all, failing to respond to either the original complaint, or the complaint as adopted by the PCC, in a timely manner.  

  • The member engaged in a financial settlement which included a requirement to remove the client’s complaint to the Institution in return for a partial refund of fees.  

In accordance with Rule 9 of the Disciplinary Procedural Rules, the member was entitled, within 30 days after receipt of the decision of the Disciplinary Board to lodge an appeal. No appeal was lodged.  

The Disciplinary Board imposed a sanction of a reprimand. 

In addition, the Disciplinary Board imposed a training order to be completed by the end of 2026.

 A complaint was made to the Institution arising out of the appointment of Mr Hamza Sultan to provide structural calculations.  

Taking all matters into account the Disciplinary Board, on 22 January 2026, found that Mr Sultan failed to comply with Articles 1 and 3 of the Code of Conduct in that: 

  • The member misled their client on a number of occasions about the delivery of services paid for. 

  • The member misled the Institute in relation to his attempts to get his client to withdraw his complaint. 

  • The member failed to respond to the Institution’s requests for information in a timely manner, or at all.  

 In accordance with Rule 9 of the Disciplinary Procedural Rules, the member was entitled, within 30 days after receipt of the decision of the Disciplinary Board to lodge an appeal. No appeal was lodged.  

The Disciplinary Board imposed a sanction of a severe reprimand. 

In addition, the Disciplinary Board imposed a training order to be completed by the end of 2026.
