My attention has been drawn to the Obituary notice on Mr. Bylander that appeared in the November issue of the Journal, and it was with deep regret that I learned of his death, as my father* had impressed on me that Mr. Bylander was one of the foremost engineers in this country.
IT is probable that the first reaction of the majority of Structural Engineers to the subject of this paper is to doubt that such a combination of conditions exist, or that if they do, their incidence is not of such magnitude as to be of serious importance. W.C. Andrews
