The new Millennium Stadium replaces the famous Arms Park rugby stadium in the heart of Cardiff, the capital City of Wales. The Rugby World Cup, which was hosted by Wales in October 1999, provided both the catalyst and the final completion date for the project. Conceived as a prominent and attractive landmark, it received £46m of lottery money from the Millennium Commission to become one of 12 major projects to mark the new Millennium (Fig 1). M. Mr E. D. Booth (F) Safety must have been an overriding consideration during the maintenance work. Presumably, that work predated the formal requirement to apply CDM Regulations; would the latter have affected the approach to safety actually adopted?
